Any place that does regular business cards can do an overlay of information over a photo. Most have stock or clip art with firefighting symbols to add to the design. Start with the local phone book.

While not an endorsement, there are indeed several firms who regularly produce graphics oriented business cards for those in the Fire Service. Among the more prolific vendors is Tarzana, California based:

Rarely are these business cards either recommended or approved by an agency. As in the case of the LAFD, the use of such non-official business cards in the transaction of Department business may stand in stark contrast to established rules and regulations or commonly accepted and approved practices. In fact, the use of the [url=http://www.lafd.org/recruit.htm]LAFD badge graphic[/url], [url=http://www.lafd.org/seal.htm]Official LAFD Seal[/url], and [url=http://www.lafd.org/cityseal.htm]City Seal[/url] is not considered proper or legal without a formal written release from the agency and/or City Clerk. You will indeed note that these vendors mistakenly use the word "City" in their description of our agency, which is an anachronism. The official name of our agency is the [url=http://www.lafd.org]Los Angeles Fire Department[/url], but I digress.

For those who are members of the LAFD, regulation compliant business cards may be ordered in bulk quantities through the Department's Supply and Maintenance Division.

The only business cards that I have seen are for the Fire Inspectors, Fire Captains, Chief Officers and Individuals in Special Duty. I have not see a card for Firefighters, Engineers, And Apparatus Operators. I have seen individuals that have used the Code 3 cards which I know are illegal. Thank You for the info as usual I will send in a F-80 and see what happens.
